The State of Texas Procurement and Contract Management Guide (STPCMG) is a comprehensive document that provides guidance and best practices for state agencies and institutions of higher education in conducting procurement and contract management activities. The STPCMG is periodically updated to reflect changes in laws, rules, policies and procedures. The latest version, Version 2.1, was released in March 2023 and contains several revisions from the previous version, Version 2.0. To help procurement professionals and agency personnel understand and implement the changes, the Statewide Procurement Division (SPD) has created a Crosswalk document that compares the two versions and highlights the differences in detail.
The Crosswalk document is divided into four sections: Introduction, Procurement Process, Contract Management Process and Appendices. Each section contains a table that lists the topics covered in both versions of the STPCMG and indicates whether there is a change, an addition or a deletion. The table also provides a brief explanation of the change and the page number where it can be found in Version 2.1.
The Crosswalk document is intended to be a supplemental resource for procurement professionals and agency personnel who are familiar with the STPCMG Version 2.0 and need to transition to Version 2.1. It is not a substitute for reading and understanding the STPCMG Version 2.1 in its entirety. The Crosswalk document does not include minor editorial changes such as formatting, grammar, spelling or punctuation.
